Cuomo's approval rating has dipped to 50 percent, while 39 percent of respondents disapprove. That constitutes a significant drop from a Dec. 22 poll that had his approval/disapproval rating at 58-32 percent, the poll said.

"Gov. Andrew Cuomo gets his lowest grade on education, which is the top priority for voters, a grade so bad it pulls down his whole job approval score. He's just at the 50 percent mark," Maurice Carroll, assistant director of the Quinnipiac University Poll, said in a statement. "Gov. Cuomo gets a rap on the knuckles from the teachers unions. By better than 2-1, voters trust the unions more than the governor to fix the schools."

By a 55-28 percent margin, New York state voters trust the teachers unions more than the governor to improve education in the state. All party, gender, age and regional groups agree.
