At approximately 2:55 p.m. Sunday, police were dispatched to Webster Bank locations on East Parkway and Popham Road, where there were reports of two men attempting ATM withdrawals with counterfeit debit cards.
One of the suspects was described to police as a white male with a beard, wearing a baseball hat and “baseball-type shirt.” Upon arrival at Webster Bank on East Parkway, officers said that they spotted a man matching the description walking south near the intersection of Popham Road.
According to police, they stopped the man for questioning and he identified himself as Rostislav Nespor from the Czech Republic. When asked for photo identification, officers observed a large stack of “what appeared to be credit cards” in the folds of his wallet. When asked what he was doing in the area, Nespor told police that “he was just at the bank attempting to take out money, but was having a problem with his card.”
Nespor told police that he had been driven to Scarsdale by a friend in a Hyundai, but a canvas of the area produced negative results for the vehicle. Responding officers reported to Scarsdale Police Headquarters that they were in contact with a person matching the description of one of the suspects attempting to withdraw illegal funds from the ATM.
Police said that during the course of their conversation, Nespor received a phone call - believed to be from the person who drove him to the area - but spoke in Russian. In their report, officers noted that a second suspect fled Webster Bank on foot when approached by a sergeant.
In total, it is believed that Nespor and his potential co-conspirator made successful withdrawals in White Plains, Scarsdale and Rye that exceeds $12,000.
After receiving a photographic confirmation that Nespor was indeed a suspect, he was arrested and charged with multiple felony counts of second-degree possession of a forged instrument. Assistant District Attorney Brian Fitzgerald has suggested a $100,000 bail “if nothing comes back on his rap sheet due to (Nespor) being a flight risk and multiple jurisdictions having reports of similar crimes to date.”
Police in White Plains and Rye have been contacted regarding Nespor’s arrest.
