While on patrol in Scarsdale early on last week, officers spotted a vehicle parked on Woodland Place, in violation of overnight parking restrictions in the village. As they approached the vehicle, responding officers spotted a man sitting in the driver’s seat.

After being asked what he was doing parked in the village in the middle of the night, police said the man stated that he had gotten lost on his way from Empire City Casino on his way back to the Bronx. The man was unable to present officers with personal documentation with his name and could only offer them a dealership’s window sticker, rental brochures and insurance information.

According to police, the man stated that the vehicle was rented by his sister-in-law last month and he identified himself as “Rashon Thomas.” A subsequent DMV check by officers would determine that there was no vehicle operators with that name in New York or New Jersey. Officers were then put in touch with the woman who rented the car, who said that that it was under her boyfriend’s name, who was not related to the suspect driving the rental.

The suspect eventually relented, telling officers that his name was Rashon Perkins. When police ran that name, they determined that the 32-year-old had his driving privileges suspended twice in the past year for failure to pay a court order and failure to answer a summons order.

While the vehicle was being impounded, officers found 11 pieces of sealed mail that were later determined to be stolen from a U.S. Postal Service mailboxes on Woodland Place and Chase Road. Officers also recovered a fraudulent check for $20,866 that was related to mail stolen from a third location.

Perkins was arrested and charged with a felony count of possession of a forged instrument and counts of third-degree unlawful use of a motor vehicle and operating a motor vehicle with a suspended license, both misdemeanors. He was arraigned by Judge Joaquin Alemany and remanded to Westchester County Jail in lieu of $25,000 bail.
