BRONXVILLE, N.Y. A Bronxville teen was arrested and charged with negligent vehicular homicide Friday in Bozeman, Mont., after his passenger fell from his ATV. James Sinclair Welch, 19, of Bronxville, admitted in an affidavit filed with Madison County Court that he was the driver of a Polaris Ranger Crew four-wheel drive vehicle when his passenger, Parker Regan, 19, of Mendham, N.J., fell off. A blood alcohol test revealed that Welch was driving under the influence on the grounds of the Yellowstone Club resort, according to the affidavit, taken by Montana State Trooper Joshua Brown. Welch began driving recklessly on the wrong side of the road, and, when he suddenly made a sharp turn, his passenger fell off the vehicle and suffered fatal injuries, according to the affidavit.The defendants eyes were red, watery and bloodshot, Brown said in the affidavit. I smelled the strong odor of an alcoholic beverage on his breath when he spoke.Welch, who was also charged with DUI on April 17, according to the affidavit, refused a breathalyzer test at the scene. The Bronxville native was vacationing with his family and Regan at the Yellowstone Club. The two teens were roommates together at Suffield Academy, a boarding school in Suffield, Conn. Police said Welch spent Friday night at the Gallatin County Detention Center before posting a $50,000 bond. Welch is the son of Leighton Welch, also of Bronxville, and founder of Welch Capital Partners LLC on Park Avenue in New York City.
